Training program for Police Officers
On Mental health Problems and its legal aspects
Back ground and
Rationale
The safety
of the society is guarded by Police and undertaking the destitute people
wandering and at risk is a service of the Police. The law and order problems of
such people are also important. Among these many are mentally ill and lack of
consciousness. To take them to the treatment centres and Rehabilitation centres
properly and follow the rules pertaining regarding this matter are concerns of
the Police department.
The Mental
Health Act, Person with Disabilities act and Kerala Registration of Psycho
social Rehabilitation centres of mentally ill persons Rules 2012 are enforced
for the treatment, Care, Human Rights and Rehabilitation of the mentally ill
persons. But in reality many of them are treated as in the time of Lunacy act.
Many patients were charged by police and they were sent to Mental health
Centres for long periods as 30 and more yrs without completing the legal
procedures and no way to rehabilitate or integrate socially.
By
imparting training to the police officers in the existing acts and rules for
general awareness on mental health, procedural treatment, Police officers cam
make progressive discretionary power to act accordingly to protect the human
rights of the mentally ill
There should be coordination and
good liaison between treatment centres and Police. A major portion of people
now rehabilitated were admitted by police. Though, there are many issues
related to the rehabilitation of these patients. Similarly Aim
Providing training to Police Officers on
Mental health Problems and its legal aspects is a felt need to deliver mental
health services properly and essential to follow right protocols and to avoid
issues and conflicts. Reksha – The training program for Police Officers on
Mental health Problems and its legal aspects is planned and developed by
Department of Psychiatry is an Intervention to address the above problems.

Health Care Act, Rights of Persons with disabilities act and Kerala PSR
Rules 2012
4. To develop
integrated service of Police, Health Care system and Rehabilitation service
Providers
5. To prevent
unnecessary legal procedures and detaining of mentally ill people for decades
in
the mental health centres
6. To guard the Rights of Persons with disabilities
7. To enhance the mental health of the Police and improve
